The Russian Football Union still retains the right to vote in the FIFA presidential elections, despite its national teams being banned from participating in major international competitions. FIFA, soccer's world governing body, and its European counterpart UEFA, banned the Russian national team from competing in 2022 following Russia's all-out invasion of Ukraine. This ban came after an initial attempt by FIFA to allow Russia to continue competing in World Cup qualifiers if it changed its name and played its matches in neutral territories.

But after strong resistance from a number of European football federations, including Poland, which was scheduled to face Russia in a World Cup qualifying match, FIFA escalated its response, banning Russia from participating in the men's World Cup in Qatar in 2022, as well as other editions of the tournament for men and women. FIFA President Gianni Infantino later said the organization "condemns the use of force by Russia in Ukraine." However, FIFA has not revoked its membership, allowing Russian representatives to attend the FIFA Congress and cast their votes in the presidential elections.

FIFA faces challenges with many of Europe's most powerful nations opposing Russia's reintegration into competitions. The Russian Football Association joined UEFA's dramatic call last week, after which UEFA issued a statement stating that 55 of its member associations unanimously opposed Infantino's idea of selling a stake in FIFA competitions and events, threatening to boycott the World Cup.

Infantino is currently unexpectedly competing in next spring's elections, but is under significant pressure from many within UEFA and some members of CONCACAF and AFC following his failed plan. Each vote could be crucial in the calculations about whether a rival candidate will be fielded in any future election, while Russia may be able to bring some countries to its side in such geopolitical votes.

In February 2019, Russian President Vladimir Putin signed a decree awarding Infantino the Order of Friendship due to his "huge contribution" to organizing the World Cup in Russia the previous year. While receiving the medal, Infantino told Putin: “This is not the end; it is only the beginning of our fruitful cooperation.” Russia hosted the Men's World Cup in 2018, despite annexing Ukrainian territory in Crimea and conducting military operations in the eastern regions of Ukraine.

In 2023, FIFA and UEFA lifted the ban on Russian under-17 youth teams from participating in international tournaments, on the condition that they compete in the name of the Russian Football Union, lack their national flag, national anthem, national team clothing and equipment, and play in neutral colours. Earlier this year, Infantino appeared to suggest that he personally was in favor of lifting the ban on Russia. “We must,” he told a Sky News reporter, adding, “This ban has achieved nothing, but rather created more frustration and hatred.” Regarding the possibility of changing FIFA regulations to prevent banning national teams, Infantino said, “We should not, in fact, ban any country from playing football because of the actions of its political leaders.” FIFA did not comment on this matter.
